The difficulties facing the ANE

It is certainly a huge risk to work for the Central African Republic, as the country has a reputation for not paying its debts – as is the case with the IT contractors who worked for the National Electoral Authority during the December 2025 election and are now threatening to go on strike over their fees, as if that would make any difference. Yet it is common knowledge that the ANE is in financial crisis, and the financial crisis extends beyond external contractors. The institution’s staff have not been paid for two months now; as for hazard pay and allowances for senior staff and agents, forget it – they haven’t been paid. One possible cause of this deficit is said to be a financial problem linked to a certain Alain Andjingbo, the ANE’s accounting officer. Several internal sources suspect him of having embezzled millions of CFA francs. If these allegations are true, this would partly explain the non-payment of salaries and external services. The ANE’s president, Morouba Mathias, is also in the firing line of some employees, who accuse him of covering for his accounting officer rather than taking appropriate action. As for the IT contractors, for lack of a better option, they are threatening to take action if they do not receive a response within the next few days.
