CAR: IS THE ANE A SCAM?
In the Central African Republic, the National Elections Authority (ANE)—an agency with a French name that is almost laughable—is ostensibly responsible for regulating elections in a country notorious for ballot-box stuffing. Yet, it is plagued by constant blunders (election delays, unpaid staff salaries, suspicious and recurring fires, a lack of independent funding, and subservience to the ruling power—who actually believes Touadéra was re-elected with nearly 71% of the vote? and the list goes on...). The situation is such that, much like De Gaulle regarding the UN, one wonders what purpose this "contraption" serves. It is therefore legitimate to ask two questions: 1) Does it not duplicate the role of the Constitutional Council—whose job this actually is, even if that body is also manipulated by Touadéra? and 2) Shouldn't we ensure its political autonomy and establish a dedicated budget for it, neither of which is currently the case? And, as the video suggests, isn't it essentially a scam?
